QUESTIONS: 1. Please explain which non-employer-sponsored
health insurance plan options are available to Colorado
residents today, with key details for each plan (e.g.,
Obamacare, Medicare, Medicaid, individual private plan, etc.).
2. Please explain how Coloradoans can get health insurance
coverage through their state ACA exchange/health insurance
marketplace. Why is Colorado Obamacare recommended versus other
non-employer plans? 3. Please explain the different plans
available through the health insurance marketplace in Colorado
and the differences between each (e.g., bronze versus silver
versus gold versus platinum). 4. Please list the different
insurers offering health plans currently through Colorado's
health insurance marketplace. Please try to be as comprehensive
in naming all the insurers you are aware of. 5. Please explain
the different benefit designs available to those covered by the
health insurance exchange insurers (e.g., HMO versus PPO versus
EPO, etc.). 6. Please list all the different insurers that offer
dental coverage through the health insurance marketplace in
Colorado. Also, what different dental plan designs are available
(e.g., HMOs versus PPOs; any others?) 7. Does Colorado implement
its own individual mandate, like California and other states?
Please explain the rules here as well as how much the penalties
are per adult and per dependent child if you violate these
rules. 8. Please explain the extent to which Colorado offers
cost-saving subsidies to those who qualify (e.g., people with a
household income of 600% of the federal poverty level or below
can qualify for subsidies to reduce Colorado Obamacare plan
costs ). Also, please detail the subsidy eligibility by
household size (e.g., a household of four qualifies for $36,156
to $157,200) 9. What percentage of people with a health
insurance marketplace plan in Colorado receive subsidies that
reduce their costs? Any data you can cite and link to that
indicates how much money these subsidies have saved Coloradoans?
10. How are subsidies allocated - can they be used either to
lower monthly premiums or are they paid back to you when you
file your taxes? 11. Do you have data (e.g., from Kaiser Family
Foundation or otherwise) you can cite with a link that estimates
the average monthly costs for the cheapest Colorado health plans
(e.g., average lowest-cost bronze plan: $323; average
lowest-cost silver plan: $400; etc.)? 12. Please explain how to
purchase health insurance in Colorado through the health
insurance marketplace. Where you start the process, what do you
need to sign up (e.g., Social Security numbers, federal tax
information, etc.), how do you pick a plan and pay for, and how
long before you start to receive coverage? 13. When is open
enrollment in Colorado and how does it work? 14. When is the
special enrollment period in Colorado, what is your deadline
within the special enrollment period (e.g., 60 days), and how do
you qualify for special enrollment (e.g., lost your job, moved,
married, etc.)? 15. Please explain how COBRA insurance works in
Colorado, and typically how much it costs versus other options.
16. Please explain other ways to get health insurance in
Colorado, including through an individual plan outside of the
health insurance marketplace, a short-term health insurance
plan, or a catastrophic plan. What are the pros and cons of each
of these alternative plans? 17. Any other thoughts, tips, or
