The past decade's steady flow of news reports of flooded homes
and desperate owners who don't have insurance is validated by
researchers. For instance, a recent report by non-profit First
Street Foundation finds 14.6 million properties qualify to be
designated by FEMA as in "flood hazard zones", defined as having
a one percent chance annually of flooding. The National Flood
Insurance Program, though only identifies 8.7 million properties
as in a hazard zone, but it doesn't dispute First Street's
findings, since government mapping can be outdated or not as
comprehensive. Given that flood risk is high-- not just in
coastal regions but in cities like Chicago where storm water
overflow and rivers widening causes flooding in non-hazard
zone-- are buyers doing more due diligence in researching flood
risk? Or, when buyers find a home they love, that they can
afford, does that largely over-ride flood risk?
